This ruffle was probably once off a Victorian underskirt as it’s long and wrapped twice around the neck of my mannequin. It is a stiff layered netting. As you can see it just fits on a wasp waist mannequin as a flounce. Old tired netting with some marks be-fitting its age. Super decorative for authentic brocante styling.
